Judge Rafael Ortiz Segura was born in Ponce, Puerto Rico, where he earned his B.A. in Political Sciences (Magna Cum Laude) from the University of Puerto Rico in 1975 and his Juris Doctor ( Cum Laude) in 1979. In 1980 he worked as an attorney for the City of San Juan until in 1982 he joined the U.S Department of Justice as assistant US attorney for the District of Puerto Rico. He then transferred to the Immigration and Naturalization Service in 1986 where he served as a trial attorney until 1994, when he was appointed to open the Immigration Court in San Juan, which also included the US Virgin Islands. In 1997, he was asked to open the Immigration Court in Orlando, Florida, where he served until his retirement in 2017. He then joined the law firm of Lim Law as Of Counsel, where he continues to practice immigration law. Judge Ortiz Segura is married with two children, and is a member of AILA and the Puerto Rico bar.
